The Ohio Revised Code establishes the duties and responsibilities
of the Fiscal Officer. This elected position is a four-year term
that commences on the first day of April following the election.
Roles & Duties:
The township fiscal officer is an elected official and is
independent of the township trustees, yet, by law, the fiscal officer
must work closely with the trustees. The trustees have
the legislative authority in the township and the fiscal officer is
the legally designated township financial officer and must keep an
accurate record of all township accounts and transactions.
It is the responsibility of the fiscal officer to comply strictly
with the legal requirements set for the his/her duties, to establish and
practice rules for efficient management of that office, and to follow
good accounting practices in maintaining records and accounts.
The Ohio Revised Code states several required duties of the fiscal officer
including, but not limited to:
1) keeping accurate record of the proceedings of township trustee meetings
2) keeping accurate records of all the accounts and transactions
of the township trustees
3) issuing all checks
4) preparing payroll
Each year the clerks office must prepare an estimate of the revenues
and expenditures for the next succeeding year and submit it to the
county auditor. Once this is done, a resolution is passed by the trustees
which formally adopts the budget as revised and approved by the
County Budget Commission.
The Ohio Revised Code is very specific in its requirement that all
public bodies must hold meetings which are open to the public.
Meetings of the township trustees are included in this scope of the law,
which is called the Ohio Sunshine Law (O.R.C. 121.2).
The trustees must maintain records of township business and activities.
These records must be made available to the public for inspection at all
reasonable times during regular business hours.
The Goshen Trustee meetings take place the second Monday
of each month at the Goshen Administration Building.
Starting time is 7 P.M., unless otherwise noted by the Trustees.
Meetings are open and the public is encouraged to attend.
